The Cooperative Libraries of the Eastern Olympics was formed as the Cooperative Libraries Automated Network (C.L.A.N.) in 1994 in order to share library resources throughout the county. Orignally the consortium consisted of the Jefferson County and Port Townsend Public Libraries, as well as the Chimacum, Quilcene and Brinnon School libraries. In 2018 the name was changed to the Cooperative Libraries of the Eastern Olympics to better reflect the location and population served.

CLEO has grown since 1994. CLEO now consists of the Jefferson County Library, Port Townsend Public Library, Northwest Maritime Center's H.W. McCurdy Library, Port Townsend School District Libraries, Quilcene School Library and Brinnon School Library. Materials from all the libraries can be found in the online catalog. Libraries share their collections, courier books, and enjoy the collaboration that comes with teamwork and a shared vision.

CLEO patrons also have access to the Washington Anytime Library for eBooks and eAudiobooks. Hoopla Video Service for streaming movies and numerous other databases subscribed to by the Public Libraries.
